About PVoC - Pre-Export Verification Of Conformity

The Uganda National Bureau of Standards (UNBS) has implemented a new product conformity assessment programme for the control of certain categories of imported consumer goods. The programme, known as Pre-Export Verification of Conformity (PVoC) to standards have been reinstated from June 2013. The objective of the PVoC is to ensure that all imports of regulated products comply with the approved Ugandan technical regulations, (i.e. Ugandan or other approved international standards), prior to shipment.

The Uganda National Bureau of Standards (UNBS) is a statutory organization established by an Act of Parliament of June 1983 and became operational in 1989. UNBS is a member of the International Organization for Standardization (ISO) and also a member of the Africa Regional Organization for Standardization (ARSO).

The requirements for PVoC include:

  • Every consignment of imported goods which contains regulated products must be accompanied by a Certificate of Conformity (CoC) issued by Accredited Inspection Body
  • The PVoC Certificate is required to ensure smooth Customs clearance of shipments in Uganda.
  • The PVoC Certificate confirms that the products comply with the relevant Ugandan technical regulations and approved standards.
  • The authorities in Uganda may take random samples from imported consignments to verify compliance.

Intertek has been approved by UNBS to issue the mandatory Certificates of Conformity to exporters.
